Construction completed on North Carolina Victim Assistance Network's Crime Victim Memorial Garden. You can still purchase a memorial brick to be laid in the Garden. Located in Raleigh, the garden is designed to be inspirational and motivational, providing a tranquil place to remember those who have been harmed by crime while also raising positive thoughts about hope for our future generations. Second degree murder terms decried

Senate Bill 105 This NC State Senate bill was originated by Mary Lyons Felton whose son Philnando Oneal was murdered in Winston-Salem in 2006. A Vigil for Healing was held a few months later. Ms. Felton encourages all who feel strongly about increasing the penalty for Second Degree murder to contact their legislator and express your opinion.
